Deutsche Verwaltung is something special. The meetings take hours because there are so many rules that chaos comes about and they also require a certain language that is hard to master if German is not your mother tongue. Die Deutsche Verwaltung is probably the reason why I'm unfit to work at an institution in Germany because I wouldn't know how to write these letters to the Verwaltung.
